Task 4.3: Fieldwork Management and Monitoring System (FMS)

A key challenge facing social surveys, especially those operating cross-nationally, is to monitor and manage fieldwork effectively. Building on work started under the FP7 DASISH project (GA 283846), a new electronic fieldwork management system (FMS) for the European Social Survey has been developed under SERISS. Additional funding has been provided by ESS ERIC. The FMS aims to provide all ESS stakeholders with access to standardised, timely and accurate information with which to monitor fieldwork progress consistently across countries throughout the fieldwork period.

Two versions of the FMS are available:

  • The full FMS is based around a mobile application (known as Case CTRL) to allow interviewers to collect Contact Form (CF) data on the doorstep and transfer it in near real time back to a local server (SAMPLE CTRL) accessible to the survey agency for fieldwork management and to a central database (SURVEY CTRL) accessible to NCs and the ESS Fieldwork Team for fieldwork monitoring
  • A data upload portal – in which agencies upload contact data collected via their own in-house systems to the FMS central database (SURVEY CTRL) on a weekly basis for monitoring purposes.

Both versions of the FMS were tested in the field as part of preparations for ESS Round 9 (2018/19) and are being rolled out for mainstage fieldwork.

FMS app (Case CTRL)

The FMS app (Case CTRL) is designed to be used on a handheld mobile device such as a smartphone or tablet or on a windows enabled laptop. Interviewers can use Case CTRL on the doorstep to manage their Caseloads, to record contact attempts and interviewer observations, to perform respondent selection if required, and to transmit all information back to the survey agency in a timely manner.

The Case CTRL App for Apple IOS is not supported on this showCase page. When the IOS App is rolled out for fieldwork an IOS version will be available to download from the App store .

FMS - Sample CRL

Contact data collected using Case CTRL is transmitted to a local server accessible to the survey agency and accessible via an online interface. Survey agencies will use this interface (SAMPLE CTRL) to import the ESS sample, allocate Cases to interviewers and monitor progress of individual Cases and interviewers throughout fieldwork.

Standardised fieldwork monitoring information will be accessible via the Sample CTRL to survey agencies, the National Coordinator (NC) responsible for overseeing the implementation of the ESS in each country, and members of the ESS Core Scientific Team.

FMS - Survey CTRL

Standardised fieldwork monitoring information collected using Case CTRL will be accessible via Survey CTRL to the National Coordinator (NC) responsible for overseeing the implementation of the ESS in each country, and members of the ESS Fieldwork Team.

Survey agencies with their own in-house monitoring systems and not wishing to adopt the FMS app can also upload weekly Case-level contact records directly to Survey CTRL so that it is available to National Coordinators and the ESS Fieldwork Team for monitoring purposes”.
